If i am correct the beta for 1.3 is out now. how would i go about joining and running the beta or is it only available for certain players?

I'm sorry CMDR buts it's only available to the premium beta backers who bought the game before its release.
The testing usually lasts a week and then you will be able to get v1.3

If you are correct, you are living in the future!
It's due to be released 26th (yes that is today UK time now) but probably not until at least midday UK time, so 12 hours from now.
You also need to be a beta backer to join.
It is only open to the kickstarter backers that paid above a certain level and those that bought beta access privileges before the game was released about a year ago. If you are desperate to have beta access send an email to FD and see if they will sell you that ability but as it is only available a week before general release, you are probably better off just waiting.

Not entirely correct. The option to purchase Beta access was available to at least November 2014, and possibly into December as well.
Sending an email won't help. They've stated that if they feel the need to increase the Beta pool, they'll make that option available during testing for a given update. If they're going to open it up for 1.3, we'll find out when the patch notes go live.
Aw, kinda sad to just realize this. Frontier has been sending e-mails, dangling this release date in front of me for like a month now

I did say about a year ago so sometime in 2014
I think that the actual beta pack did end in May or June while the gamma was available til November ish time but the gamma players still get access to the present day betas which probably should be called delta. Anyway am just going from memory which is slightly defective so please forgive the accuracy but was just trying to convey that the possibility of getting the beta access has long since passed ( That boat has sailed, docked, had repairs done and is sailing once more)
