I've noticed that my PMF can't win CZ despite big efforts of my mates! It is the fourth time in two different systems (LP 580-33 this summer and Lalande 45292 now....) Example: in three days we reach Victory..... then in next days we return close victory...... draw.... close defeat etc. with same efforts! We always can see NO ENEMY PLAYERS in all CZ we fight!!! Cowards in private group fighting for the npc faction??? It looks worse than power play...... no good!!!!!"

Seems to be working perfectly fine.
If it's people in private group they obviously put more effort into the system than you do, so it's justified that they win. 
So are you fighting for Tethys Empire Crew? If you're fighting against them you should realise they are a player group. Same group is in your previous target, so maybe you are fighting for them, in which case I do not know
Here's a novel idea ; maybe make the BGS open only ? You said 'novel' idea. What is the novel idea - that one is an old trope
Just guessing from the influence graph on INARA.cz but it looks like Social Tziel Corporation is a supported faction. They had a steady rise from about July and won a war. Two now with the the war against you. You’re going to have to treat this as team vs team BGS war.
That means you need to work out who the opposition is. Make contact. Find out what they really want. Test their strength and then resolve in some way.
Maybe this is key territory for them.
If you can’t work out who they are, maybe rename your ship to your discord or forum site and then go on a murder spree.

All good advice. Establishing the force a supported faction can bring to bear is valuable information gleaned over time & experience of a region of space. Motives can sometimes be estimated & one faction played off against another to your advantage.
Op did not state what asset the battle was fighting for If a station or planet base asset comes under risk of loss some are going to notice... if it was a crappy installation 5Kls out they may not care and lose the war but if its an asset of value most other players will care and do what ever they can not to lose an asset..
Your in a fed system... Many Feds won't be happy if you go after a Fed run station...
Also we now have ARX awarded for every kill and every 200K combat bonds and the best way to get combat bonds is via winging up and take on a CZ... and a private group stops kill snippers taking the final shot and stealing the kill...
Civil wars and wars are getting popular untill a New ARX farming system shows up which is actualy fun..
Edit = spelling and extra bit about ARX increasing CZ usage...

Fed Station you say?
Inara says theres a fed controlled station in the system Lalande 45292 did not remote play boot the PS4 just checked inara online instead..Fed Station you say?

I remember when a pmf showed up in my home-system, I stopped their attempts to take my station 4 times in a row before they gave up. Hey, they could have asked me at least! I was there before them.

You know, there are 3 different platforms. You would be surprised how many people play from X-Box. You would never meet these.
But even if the are on the same platform, even if the play in open... you know, the day has 24hours. How many of these are you an your mates there? If you opposition is on the other side of the planet (our planet here I mean) you will probably never meet them because they play when you sleep.
You want to win? Then you need to put more efford in there than your opposition. Easy as that. Modes doesn't matter a single bit.

Thanks Friends for all your replies, but IMO this is the "real reply" !!!! BGS and POWER PLAY should be played OPEN ONLY. If I go in a CZ, compatibly with time zone of course, sooner or later I must find enemy human players to fire at them!!!!! Maybe lose, maybe win..... doesn't matter! Yes.... BGS works fine (small bugs permitting! ) but imo should be in open only.Lol - damn OO trolls everywhere nowadaysBINGOOOO !!!!
