Hi all.
Well I learned about Bill Turner from Selene Jean and gained access because I'm friendly with the Alliance, both boxes checked on Bill Turners info page.



I have 50 units of Bromellite in my hold but can't set a route to Alioth as I don't have a permit.
What gives?
What am I missing?

Sounds like you just need to unlock the permit. There is a system nearby (74 majoris? Something like that) that has a faction from alioth, do missions for them, turn in bounties or exploration data to unlock the permit. I think you have to become allied before they will give you the permit.

First google hit says that Alioth Independents give the permit. https://www.reddit.com/r/EliteDangerous/comments/5eku8b/alioth_permit/ lists system they are present (but there are more): 78 Ursae Majoris, Sobek, Ethgreze, LP 131-66 (be careful when entering system, white dwarf), Alyuto, Phekda, Hera, Tacae, Mizar (163k Ls to the station), Doris, Holiacan, Ross 112

It seems that you might have been caught as many including myself have been. The correct sequence is permit first bromellite second. Its a right pain to unlock alioth with 50t of ore in your hold....
