Hear about him, Check
Grind out the Alliance, Check
Mine 50 units of Bromellite, check

Short sentences, hours and hours of work.

Travel to him to deliver this. Permit only system, in a Federal Corvette with 50 tonnes of "crap".
Work on the permit, get the permit invite. Ship too large...

Now I have to dump the cargo, send in a smaller ship, get the invite again, because of course that disappeared while waiting for the ship transfer. Them re mine the hours of Bromellite and travel back.

I DO NOT SEE THE VALUE IN THIS? I'm bemused by the thought process behind it. PERMIT LOCKED SYSTEM should have been in the instruction.

SUGGESTION: Grind is one thing, deliberate miss information in the instruction. That's just not funny. It's not a challenge, it's bullying. Pointing a finger as somebody and laughing because "they didn't know" is not cool.

This bit doesn't make sense to me. Ship too large for what? If you had the permit invite, in this particular case, it's immediate. There's no "mission" you need to travel to do anything with (which is the case for many of the naval rank missions), it just happens and you get the permit.

And engineer bases are all ground bases with large landing pads...

Correct I've missed two words out, should have read "Work on the permit, missions to get the permit invite. Ship too large..."
All the rep++ missions my ship was too large. Swapping stations, board hopping, ship to large for missions to rank up. I've just dumped the cargo and got one ship of each size. When I can face the mind numbing I'll go back to ED and start the process.

It's true that there are many things in ED that are less than obvious but with regard to the Permit - it's right there on the map and a link to the map is right there on the Engineer description (once you know where they are).
If every caveat and clause for everything was added everywhere it would be useful, all the screens would have to use a 4pt font.

For faction rep. grind it seems fairly obvious that a Medium ship is going to let you take more missions than a Large one because there are far more outposts than full-size stations.
Cargo can swap ships with you if there is room in the other ship - even if you're buying a new ship, I'm pretty sure something like a Python has more than 50T stock cargo space.
 
I agree that you can't put "every caveat and clause for everything" but that's a odd point to make when I'm talking about a headline step process of just four steps. Attain System pass should be there.

I managed that without a font size change. My Suggestion stands, headline steps should be listed in game.

EDIT: In fact if listed, grind alliance and attain system permit could be one process.

In that case, I have a tip for you.

1) Outfit your ship for exploration. By this I mean, maximise jump range (best FSD you can fit and use lightweight everything else where you can); add a big fuel scoop; add an Advanced Discovery Scanner; add a Detailed Discover Scanner.

2) Go and run one of the Road to Riches route planners. I use http://edtools.ddns.net/expl.php. Enter your starting system, go to the systems this tool tells you to go to, scan the planets it tells you to scan. Do this for about 10 systems.

3) Return to a system where Alioth Independents is the controlling faction. There are plenty of them so it shouldn't be hard. You can see the list on EDDB: https://eddb.io/faction/1082. I would recommend 78 Ursae Majoris.

4) Hand in your exploration data at a station in that system that is controlled by Alioth Independents. Assuming you have scanned enough planets, you should instantly become allied with Alioth Independents.

5) Cycle the mission boards until the permit mission appears.
