There's actually 4 different frames with binary code in that I've found. I don't know yet if the codes are the same, but one definitely has different codes at the bottom. I'll upload shortly.

Maybe the message/code is a bit scattered around the beginning as like only a part of a message

Conclusion:

Still makes no sense. However, the binary code "10000000011001" is not a mistake - that is how it looks on the image. [0019] is brackets for a little symbol that shows up as a little rectangular box in the text, no idea what it is though, but feel free to copy and paste it all into this: http://binarytranslator.com/ and see for yourself.

Some of the numbers were too blurred, so I guessed a couple of them to what looked like made sense and consistent with the other binary numbers.

It's a faction name that own fed military stations stringing from the bubble to pleiades.
They can be found in :

1) Pleiade Sector IH-V C2-5

There are three different sets of binary in that one video. I was looking at them when they took it down :(
