Right now we're in a news drought of unprecedented future DLC. There's realistically only about 3 options max for more region packs (and even then, that means re-treading Asia at least once). This would be a wonderful opportunity to see about a new DLC format that can hopefully patch up some general issues.
These are some examples of biome packs that could be made using the newer Animal Pack model. Some have a bit of obvious bloat to them that I think we could reasonably have trimmed. For the sake of argument, let's drop things down to 5-6 habitat animals. Of course, there's gotta be a trade-off here. In this case, it would be a boon of new foliage (let's do 1 foliage per animal, with 3 variants a piece). Let's take the the Temperate Pack from here and convert it to this newly proposed format:
