I would like the ability to sync block sections in a ride so that I can have trains leave block sections simultaneously. (very helpful for racing coasters).

I don't think that's what he meant. He wants one train to wait for the other on a block brake (for example when making adjacent block brakes). Maybe when building an moebius type coaster.
I'm not sure though. Maybe if he can explain with some drawing or in game screenshot?
Yes and no - assuming there is a block section between the two sections that you are attempting to sync, it would work exactly the same as station syncing.
You've got the gist of it. I'll try to explain in more detail:
I've got a single-track launched dueling coaster. Train A exits the station and navigates to the launch tunnel, where it waits on a block brake. Once released, Train A completes the circuit and re-enters the launch tunnel immediately to the left of the first launch, where Train B is now waiting on the block section. Train A passes over a second block brake, triggering Train A to leave it's block section. The two then travel down the launch tunnel side by side, and complete the circuit racing. After completing the circuit a second time, Train A returns to the station, while Train B returns to the launch tunnel where Train C is waiting.
This sounds like it would be fairly simple, however there are 3 issues that make this very difficult to achieve:
1. Trains aren't allowed to leave a block brake until the next block brake is completely clear. This means that the block brakes can't be placed side by side, they must be offset the exact length of the train.
2. Block brakes don't immediately accelerate to the set speed - you also need to account for the time it takes to get up to the desired speed.
By allowing us to sync block sections, we would have more control over this type of situation. I wouldn't limit it to same-ride either, giving us the ability to sync any block section could be useful elsewhere too.
