Blurry texture - How often? Why like this?

Some of us has been there. I, definitely. You, maybe. There's at least three topics talking about texture becoming blurry mess, two especially for animals.
Of course, ultimately the spec of the machine is all that matters, I don't have anything to say about that.

Now, I just want to talk about object textures becoming blurry, and how inconsistent and confusing it is to me.

Fine example of the texture becoming blurry. bronze statue of seals, and flowery bushes have blurry texture, like it's in some personal fog or something.
But what confuses me is that below them, there are 16 mulches with, not pixelated, medium-resolution quality textures. This happens elsewhere. Rock? Blurry blob. Limestone walls next to it? Clean texture! Classic wall deco? Blurry! Every wooden plank next to it? Completely okay! Why are some keeping their texture quality, while others near them looks like...THIS?

More confusing thing is that when I move that blurry seal very far away, it retains its gorgeous bronze texture. But when I put it back, no! It wants to stay blurry again!
What's even more infuriating? THEY WERE JUST FINE A SPLIT SECOND AGO, when I get close, haha! Blurry! Bit out of focus? Clean! Oh, wait BLURRY AGAIN!

Why does it work like this? I know my machine is a bit lacking in power, but the way texture decides to be blurry hurts my brain, and my pictures.
Anyone who gets blurry object texture, how about you? Do you also get partial blurry mess, that suddenly reverts to original then gets blurry again?
 
I know what you mean, but I always wondered if it's because some objects, like those flowers, are rendered to appear three dimensional, and having some parts of the image in different degrees of focus might be a part of this?
 
Yeah I get this too, sometimes it's so distracting I don't want to continue working on a zoo due to how bad it gets, which sucks because I have a small zoo planned out and I'm 1/5th of the way done and it's already happening. I know I need to upgrade some of my PC's parts but I don't even know what needs to be upgraded.
