I am trying to work out the game mechanics here too so no shooting the messenger...

I have noticed that there is a difference between Federal Security Vessels and System Authority Vessels. SAVs can belong to a faction, so if you shoot at one of their own faction members (even if they are WANTED) they will shoot at you. I have noticed that shooting at faction members with only the Feds about does not provoke an instadeath response and you can sometimes get help from them. Needs a thorough test but I am very cautious when SAVs are about and a bit more relaxed when the Feds are on the scene.

Flying very profitably from bounty hunting. Actually, I need to change my sig now.

I have noticed this before, and I thought it was a bug too. Normally there are 2 clean sidewinders providing security to an asp. If you fly too close to them the sidewinders will break off and attack you, they are protecting their cargo. Does it make sense that they don't get wanted status from attacking you? Nope, but if this happens to you just boost away from them and they should return to the asp.
 
It doesn't seem to happen that often for me. I like it anyway, I just assume that it's a bit of corruption or territorial aggressiveness. Have you never heard of police brutality? Makes it more interesting and less clinical. I agree you need to know the basic 'rules' for how the system works but a little blurring every now and then makes for a richer playing experience.

Earlier I had the system authority Eagles turn on me for collecting a legitimate bounty but still managed to scoop the canisters of slaves my prey had dropped while they were shooting at me and then jump out of there with no damage to my rep or status. Guess they were too busy shooting to scan me or notice what I was doing ha ha.

I've never seen this happen to me, even when I've given the escorts a little 'love tap' when I'm bored waiting for the next bunch of wanteds to appear :)
