Consider if all bounties and fines were handled directly by the Pilot's Federation - then shouldn't the collection of that bounty be handled through the instruments the Pilot's Federation has available to it (ie other CMDRs?)
i.e.
1. A CMDR incurs a bounty/fine (murder, loitering, smuggling fines etc); in that jurisdiction, the fine/bounty still applies, but in other jurisdictions, the Pilots' Federation takes the debt on (dereliction of payment)
2. That player is restricted to Open Play only (hear me out) on death, hyperspace or login (as per 1.3 bounty expiry mechanic).
3. Since the offending CMDR is stuck in Open, other CMDR's could scan you (or see a flag in the contacts screen) and are then authorised to damage/violence the offender's boat to the tune of the bounty value.
4. Once the 'repair value' exceeds the bounty, the bounty hunter receives a Bounty Voucher for that value (plus a bonus) and gets a warning not to shoot further (or risk a bounty him/herself).
5. The offender's bounty flag is cleared immediately
6. Bounty Hunter gets paid once he/she turns in the Bounty Voucher (or once the offender repairs his/her ship).
I'm trying to look at as a debt collection mechanic (as if every CMDR automatically opts NOT to pay any fine ever)
Local governments would have a hard time enforcing fines etc and would gladly hand over that debt collection task to the Pilots' Federation.
It gives the Federation a(nother) reason to exist,
- a flag/name colour or other device could be used to identify offender CMDRs and
- a mechanic to save some of the repair bill to the ex-offender by repairing at a high rep/larger station where the repair bill might actually be lower than the fine/bounty value.
- if the bounty exceeds the ship's total repair/destruction bill, then chances are he'll die at least once in the 'restitution phase'
- If the bounty is small, then he'll get damaged but not destroyed, (reducing rage-quits)
Its a bit of a variation on the recent threads - interested to see what you guys think!
