Bounty question

While Bounty Hunting I accidently fired on a friendly and incured a 400cr Bounty. I have not played in a while and as I understand it paying bounties has changed. I tried for 2 hours to figure it out. Could someone please help me out and explain the process to me? I would really appreciate the help.
 
Below is the relevant info from FD's C&P Outline:

Bounties and Fines
• Bounties and fine are applied to the ship you're in.
• Fines never mature into bounties.
• Bounties never become dormant.
• Bounties never expire.
• Fines can be paid off at security contacts
• Bounties can be cleared by Interstellar Factors when your Notoriety is 0
• Claimed bounties for the jurisdiction you died in must be paid when you re-spawn at detention centres.
These changes aim to simplify crimes. You will now have more control over your criminal status risk and reward. You can store a ship with bounties on (a hot ship), hiding your criminality, but at the cost of not using the ship. Bounties are now more significant as you must use Interstellar Factors to clear them, which can be expensive.
 
I've been around this game for over two years, and some of this info I just learned, so forgive me in advance, but I'm going to over explain this. If any more experienced commanders see me post something wrong here, feel free to interject.

If you get a bounty on you, you should find your nearest Interstellar Factions. These can be found in Low Security Systems.

1. Go into your Galaxy Map, and hit RB until you get to the fourth tab, which has three options at the top: Realistic, Map, and Powerplay.
2. Below that, it will say Map View Configuration. You can change this to different options, so select "Security".
3. Once you do that, more options will appear below it. Make it that only "Low" is selected. All that should be left is Low Security stars.
4. Pick a star, and travel to it. Any station there should have an Interstellar Factions component. You can pay off those bounties there.

Again, sorry to over explain, but I only just learned about sorting by security levels. The information isn't exactly easy to find if you don't know where to look.
 
I did exactly what you said and that part worked well. The issue is that I am on the very edge of Federation space and with my Vulture I can not reach any more federation spaces. I guess I am just screwed. I have no clue what to do now. The closest Federation space from me is 11.97 ly I have tried to even make the ship a tin can still can't reach. No clue.
 
Contact support, see what they say. Or try to buy a ship that can make the journey, then have your vulture shipped there so you can pay off its bounties.

Do you mean you can't make it in one jump? If so, turn the medium and high security stars back on AFTER you have you have selected the Fed Low Security system and have it plot the route using most economical path. It may take 4 or five jumps, but it should get you where you need to go. It is a pain in the butt, but you can make it.

No the closest place is could jump was 11.67ly. I was able to get a top rated FSD and was able to get to Federation space and able to resolve the issues. Thanks everyone for helping me. It just seemed like I had so much to do for just accidentally hitting a friendly ship. Hours away from actually playing the game. But I did learn something which is very important. Thanks again to everyone that helped.

getting a bounty that doesn't expire on your ship for accidental FF is super crazy
a fine would more than suffice
now I have to travel half way across the galaxy to get rid of 200c bounty because one of my lazers touched a clean ship?
I get shot by friendlies all the time.. and what do I get?
