Are you pledged to a power (besides LYR)? In the scan, did they show up as "Enemy"?
If so, you can shoot them. You may get a fine for weapons discharge in the no fire zone, but that's it. System authorities otherwise don't meddle with PP.
Are you flying a ship painted in the same colour as an enemy/other power?

Yeah, there's also a lot of that 'Oh no you don't' and 'I strongly advise you against this' stuff going on too. Your friendly local NPC brigade out in force and all that. My FC is still parked nearish to the core. I had to take a 2 hour flight in my Mandalay to come back to the bubble.

The CG has reached 25000 participants. According to the history on Inara that makes it the biggest CG in the entire history of ED. The previously biggest was the final attack on Cocijo with a little over 22000 participants.
