Long timers will know that at one point there was talk of an official Elite club managed by Frontier which would release the games as shareware and give those interested access to the FFE source code.
Now, obviously due to the legal problems that have surrounded anything to do with Elite, the source code is not likely to be ever released and as such the raison d'etre for the Elite club was lost. As such, it's all in limbo now.
When E4 is eventually released, this could be a good time resurrect the Elite club. However, rather than releasing E4 source
it could be a means of extending the game through either official story updates, newly discovered systems, etc. or indeed if there is an SDK, through user-generated content.
There is an extensive community of Elite-heads out there whom I'm sure would be more than willing to lend their time to the administration of it, thereby saving Frontier's admin costs.
