No, that doesn't work. Down To Earth Astronomy did 6 of one and 7 of the other and she still didn't unlock. You need seven of each:

I did it twice so far and each time 6 covert heist missions unlocked her. But maybe that's now further bugged and not only the covert theft missons ?

The evidence is right there in my link to D2EEA's video! Maybe the last update messed it up. Still, 7 isn't too much more than 6... or 14 much more than 12...
No, they'd better change it to 6 covert theft OR 6 covert heist missions (or any mix of those, but 6 in total) because that's how it is or better said, how it was intended...
(and is at least for most players with the "little" exception: covert theft missions seem to be bugged and don't count towards the 6 in total ) But idk if it is totally broken right now as it is about 4 months since I unlocked her with my 2nd alt Cmdr...
6 CT or 6 CH also has issues. It implies that you have to do either 6 of one or 6 of the other (and maybe the current bug is that's how one dev has interpreted it too). A total of 6 of either CH or CT is clearer. Englishing is hard.
I wonder if switching from one to the other causes a "reset" in the counter, which might be why Down To Earth Astronomy had to get 7 before it ticked the box.
I got an invite in game chat from this nice lady after my count (always a line on my notes) after 6 'Theft' missions.
I have completed the missions since the beginning of 2022, covered by the fact that various updates have been made in the meantime.
After logging out of the game for a few hours today and unfortunately flying to the Engineers for free after the in-game message about the invitation, after registering in the game again and checking in the ship menu / Engineers, all of a sudden I get the confirmation that I'm done the second box was given as a requirement to visit and the third box appeared requesting an appropriate number of financial forecasts for further presentation by an Engineer from Terra Velasquez .

No you don't. I did only 6 covert theft and she unlocked after relog. for some reason it doesnt count all mission as I did also a couple of covert heist before that. I know that as I hate covert heist and prefer the theft missions and focused on them.
In previous Updates it was the other way around - she didn't properly count the Covert Thefts, so the general consensus was to do only Covert Heists
Glad to see the Covert Thefts are working as expected now (they're usualy easier than Heists) and she unlocks the shop after doin only 6 covert thefts
It was mentioned, a long time ago, that only missions accepted from the mission board counted, not from on-foot contacts. I don't know if this is still accurate, but may be worth others considering.
Could be. No idea there. I know that it is enough to do 6 covert theft missions.
She was my last on foot engineer I unlocked, It was few months back and I did only theft missions as I don't really like the heist ones.
It was probably broken in the last update.
Contact support, they will check if you really did the required number of missions (6 that is) and unlock it for you
I've just gone back through my INARA log. It might be the way I have done it. I have 15 missions in total from last week but only 2 of each since she was discovered with the 5 Genetic repair meds.
indeed, you need 6 missions AFTER you discover her.
What you do before discovering an on-foot engineer does not matter for that unlock
Six of a mix of either Covert Heist or Covert Theft works fine once I had given the Genetic repair meds over
