no you can't - "The Cobra MkIV is an exclusive reward for Elite Dangerous players who upgraded to Elite Dangerous: Horizons during its first year. It is only available to PC players who purchased Horizons before February 5, 2016 (this also includes Lifetime Expansion Pass holders), and to Xbox One players who purchased the Horizons season pass before July 30, 2016."

Of course it must be technically feasible to transfer your account to someone else, you surely just have to change the email address for that account - however your commander name would be lost to you forever in that case. Which begs the question - would someone be mad enough to pay you what you spent on the game and "game extras" and would you (and they) be contravening the EULA and so face consequences?

That tells you the only ways to obtain the Cobra Mk IV in game - i.e. unless you fall under the criteria stated you cannot have it.

OP. Trust me. Not many people who have flown both Cobras as much as me.
The Mk IV is steaming garbage. It's barely faster than a Type-9. Yes, a 9. Base armour is the same as the Mk III, and those slightly stronger shields will not save you as it is so slow, you will be in the crosshairs for an eternity.
I've fought both NPC Mk III and IV Cobras. The IVs go down in seconds... The IIIs? No they are proper tough. Both are Elite.
The only thing the IV truly excels at is looking nice. It is beautiful. But it's rubbish.
The III is much more survivable as it is much faster. One of the fastest ships in the game without PETs. On small ships, speed is much more important than HP. Much much much more important.
As for mining... The niche many people sing about the IV for... My Mk III still pulls 44m+ a sortie.
Just get a Mk III. It's better in almost every respect.
