Can someone explain to me how to scan data ports in settlements without being caught?

Looking for opinion polls, found many threads on best places and various ways of doing them from going full Rambo to stealthily. Rambo mode i'm not up to. However, those who do it stealthily seem to be light on detail how they do it, beyond don't get spotted.

Found anarchy tourist settlement, apparently the best place to get them.

Did some wandering around, checking patrol routes, even had some fun disabling the air in the PWR building then breaking in, all without being caught. Those inside are obviously quite clever and were not dead, they had helmets on. But ok. Down to the main part of the settlement.

Went into the bar, apparently the most likely place to get opinion poll data.

Looked around, 3 people, none looking at me, closest one a few paces away from me but looking away from me.

I thought, ok, i'll see if i can scan the port then move away, just around the corner, so i'm not standing out like a sort thumb while downloading data. But to do that, i've got to look at the port and turn my back on the NPCs.

So quickly activate the port, very quickly select data to download, and boom, they are alerted.

What's the trick? Just wait for NPCs to move around until they are all some distance? How far do they need to be? How do you do it and know they wont turn and look the moment you jack into the data port?

I'm looking for a stealthy approach, my combat skills are not up to taking on a whole base.

Alternately: I hear disabled bases are good. I presume i can overcharge a data port at such a base and grab data that way and there will be no NPCs. But how to find such bases. Inara and EDDB don't list which are disabled. Just spend hours flying around hoping to find one? Or is there some way of knowing? Mission boards with restore power missions i presume? Any good indications of what systems might offer such missions? Again, i hear best chance is tourist bases, which really narrows down the options.

Disable the settlement alarm first as to not trigger the illegal download alarms
 
The act of scanning a data port isn't illegal (it was briefly but we all went mad over it and Froniter walked it back) unless its in a restricted area. In fact, if you can get in and initiate the scan, you can leave the restricted area and still be okay (if not spotted and stay in range). But if the data has a bell icon in there, its illegal and it'll trigger the alarm.

So always best practices to sneak in and disable that via covert murdery bits, or stealth (yeah, not get caught) and disable the alarms. A noise suppressed weapon is key here, or failing that use your energylink tool in overcharge mode to "taser" anyone in the way.

It depends on the settlement layout. The alarms console will either be in the CMD or PWR buildings, or sometimes in other places. I've found it in big agricultural buildings before, and in the top suite in tourist settlements, use a terminal to locate it. It's not really stated in mission text, but disabling alarms is basically essential to every covert mission that requires you to interact with something.

Don't have any engineering yet, still collecting stuff and trying to unlock engineers, so no stealthy gun. But can try stunning people. Already did one guard. I presume you have to take them out in places where their bodies are not going to be spotted by wandering guards? I presume the guards assume its you if they find a dead body?

The best fun I've had in these missions is when I do end up playing a single mission in a single location for 20 mins, carefully moving around, finding the alarm, getting in, switching it off, then off somewhere else to get/kill whatever.

It's annoying when it all goes wrong 10secs after landing, admittedly :D

Yep, 'tis always best taking them out where they won't be discovered by someone else on patrol. There's no way to move a body or hide it once "the deed is done" so you want to do it in as secluded a spot as possible.

Keep yer eye on the Sharing is Caring thread too, they're fairly rare but G3 weapons with noise suppression on them occasionally appear.

Yep. It's frustrating and bit of a learning curve at the start, but you'll get used to the various layouts and end up figuring out where the console is just from the layout of the settlement when you're landing. (If there's a CMD building, it's usually in there in the downstairs area, if not its USUALLY in the PWR building - but there's always the occasional exception.) There's more or less always an NPC wandering about near the console with enough security clearance to get you access to the area and the console itself. @Ydiss has a series of videos that are must-watches when starting off the on foot stealth stuff.
 
Oh great, so after my previous attempt where I died and respawned (i did initiate the download but it got cancelled when i ran from guards), i went back to the base, followed the advice, disabled the alarms, headed to the sole data port at the base, only to find it was empty, nothing to download. This is despite the instance resetting.

So, blargh, ok, try again. But no, as i exit the terminal, i somehow clip through the floor and now currently falling towards the center of the planet....

I feel like i'm playing Star Citizen...

Ah, thankfully logging out and back in again put me back on the surface at the settlement.
 
Right, i've left into orbit, ill try again tomorrow.

If i can figure it out, ill see if i can find a better place for it. 1 data port isn't going to get me much. I hear there are settlements with many.

You can find it on a computer terminal and set a waypoint but you might need to scan someone for clearance to do that if it's in a restricted area. (or use an e-breach but that has it's own risks) But at least you'd then know where it is.
I have a key bound to quickly remove my cloned profile if I'm targetted for a scan, You can even wander round where you're not allowed once you're in if you ditch the profile and it's not marked as a restricted area.
 
One option is to open the door to the residence and toss a frag grenade in. Then you can stealthily walk past the corpse to get at the data.

Recently I had some luck sneaking in crouched while the NPC was the other side of the dividing wall. I hold the zapper tool while downloading, and if they spot me I let them have a jolt from that.
 
Another great way to do this is to find a settlement with the types of data ports you need (i.e. Tourist for lots of hab ports, etc.) that is in a negative state and, therefore, shut down. You can then power it on, download all data, power down, enter supercruise, return, repeat until you have the data you need. You might have to deal with scavs but they aren't much of a problem.

Make sure you learn where the closest level 3 body is so you can get clearance faster (there is usually one inside the PWR building anyway and, sometimes, right outside)...or just pick up a restore mission for the settlement to get level 3 assigned and a power cell.

Edit: This search in inara can help you find the settlements you need. Just modify it for your needs. Keep in mind that the state selector checkboxes are an 'AND' search so if you select multiple it will only find settlements with ALL of the states selected (i.e. none since settlements can only have one concurrent state). This search, incidentally, is also how I find restore missions when I am in the mood for them.

Yeah, i need to bind a key for that, but somewhere i won't accidentally press it. Hmm.. backspace might be unbound at the moment, might make a nice big key to quickly hit without being close to other keys i'm using, and makes sense.

As for power cells, restore missions provide them. See my edits above. The big T shaped tourist settlement with the power center by itself at one end sucks. It only has one. You want the settlement layout with all the hab buildings lining a central boulevard. It has 8-ish if I remember right.
