Modes Can we all just get along in Open ?

I have been reading hundreds of posts on griefing and PVP, this has been a hotly debated subject for a long time with no end or resolution in site. I have been thinking there must be a solution that everyone can get behind. I have an idea don’t know if it’s be discussed before, and all the game structure and mechanics are already in place.

so please read carefully.

I feel this topic should be discussed by all because it’s about setting up a PVP environment, control griefing and letting all enjoy Open by updating Power Play

I understand that Power play was set up for PVP play but it kind of went nowhere.

Proposed Power Play rules PP = Power Play
1) When you sign up for PP you instantly get access to all the PP weapons
2) You can sign up for a existing Power or as PP Independent
3) You only sign up a Ship or Ships not the Commander
4) You can only put PP weapons on a PP singed up ship
5) PVP in PP, There are no rules between PP commanders no Fines no getting wanted
6) Since you are working for a Power, Your Power will pay you 1 Million credits per day you fly a PP ship
7) You only get the 1 Million credits if you fly in open
8) If you sing up as Independent you don’t get the 1 Million Credits per day flying
9) Powers can attack any other power at any time
10) Independents can attack any power at any time
11) If you leave PP you lose the PP weapons
12) A PP ship is noted by a dot inside their Hollow symbol


Benefits of Proposed Power Play Rules
1) Power Play is full on PVP and anyone signing up understands this
2) All PP ships have equal access to same weapons and should be assumed to armed and dangerous
3) 1 million Credits huge incentive for players to get involved
4) FDev can do weekly CC goals around Power Play pitting Power against Power
5) FDev can deploy a capital ship that each power must defend as a CC
6) Since you only sign up a ship anytime you want to do other stuff than PP you just use a non PP ship
7) You get all the danger you want flying around a PP ship


Rules for non-Power Play ships
1) You can still interdict any ship
2) if you can interdict a non-PP ship and shoot it without any penalty if no damage is done to the hull
3) if damage is done to the hull then you become Wanted and a fine is imposed
4) if you kill a non-PP ship then the victim at the rebuy screen can press charges and the attackers ship is impounded for 7 days by the Pilots Federation and he must pay the victims rebuy
5) if he doesn’t pay the rebuy then his ship is sold for the victims rebuy

Explanation
1) Create a PVP environment that’s fair and has incentives for all to get involved
2) Can still attack any ship just has heavy penalty for murder of non-PP ship
3) Give FDev opportunity to create interesting Power Play content and make PP successful
4) No need to make PVE mode
5) Bring more commanders into open
6) You can pirate a ship and steal cargo without penalty if do little or no harm to the hull
7) Impounding a ship for 7 days keeps a commander from going on killing spree and he must pay the victims rebuy to get the ship back
8) My intent is to give a playing environment that everyone can find what they want and have room to grow and add new interesting content in.

I’m not one to attack random people and have been killed indiscriminately for seemingly no reason. However, for realism, tension, risk, and honestly fun I think it should remain the way it is. The galaxy is untrustworthy and the sooner that’s learned the better. Not to say you don’t have good points but I just don’t think someone who is able to defeat me in combat should be more punished than they already are.
 
I read this expecting to laugh at it but....................seems fine to me.

Sensible no silly PVP flags or other nonsense.

If the wanted ship is impounded presumably the player is put in their start location with a freewinder & can continue to play with their other ships?
 
This plan sounds like a pretty good compromise for meaningful PvP.

I'd make the 1 mill a day a little less, 500,000 Cr, but give the CMDR a reduction in their rebuy, say; 98% buyback, if they lost their ship in PvP to another Powerplay CMDR.

yea that would be good or they can declare a Home System

How about: you agree that pvp is an option by entering Open, and this is shown by a hollow icon on the radar? Seems much simpler to me. :)

This right here. This game has too many options not to play it already.

Interesting. There are two critical points (I'm dead tired and in bed in the next 5 minutes, so bear with me if I'm telling nonsense). 1 Million as incentive is way too low, you can easily make 3 millions in 10 minutes with an easy planetary scan job for instance. Then the definition "per day" should be specified. It makes no sense to dock out with your PP ship, then immediately dock in again and switch to another ship without touching your PP ship anymore for this "day". On the other hand you certainly don't mean to fly around 24 hours with that ship.

I think for quite a lot (but certainly not all) current PP players the main incentive is the PP equipment and to keep it. Try to convince them... ;)

I do like that if you are going to support a Power then you should pay you for your support in open only.

it’s an incentive to be in Power Play and a minimum time flying in PP ship should be set, not just sitting in a star port. Could be a sliding scale 30 min = 30% 1 hr. = 50% 1.5 hr.= 100% or something like that.

It’s all about making a fair PVP environment that many can enjoy if they want.

Not really a PVP toggle
Power Play already exists, it gives a reason to fight or do PVP to support your power. It also allows Fdev to structure battles and CC’s around the powers. All kinds of game content, fighting for territory, star ports can all happen within Power Play. You also will get paid to be a mercenary. Gives a purpose behind PVP.
 
Nice sentiment, but the 7 day rule is actually good for gankers. All I have to do is fly a heavily damaged eagle in a RES, deliberately getting in the way in fights, and sooner or later some CMDR trying to bounty hunt will accidentally blow up my 1% hull eagle. I will press charges, and then he's forced out of his ship for a week, and a few minutes later I can be back in the RES in a new eagle, paid for by my victim, looking for the next sucker. If I want to be really nasty, instead of an eagle I can be in an A-rated cutter built to be as expensive as possible (eg size 8 fuel scoop, all hardpoints with the most expensive turreted weapons, etc), so that I can try to bankrupt my victims on top of locking them out of their ships - remember, I won't be the one paying for the rebuy.

If you want to come up with a punishment for trolls that's fine, just be aware that a lot of these can be turned around on people.

Lastly 1m cr per day seems a little arbitrary. I'd say make it 1-25m per kill done depending on your target's rebuy cost (aka ship worth).

That's the intended point - if you don't get killed no impound. Live a life of crime if you're good enough - seems fair.

hence why open is so underpopulated, because a majority of peopel wants to play multipaklyer not multimurder.

thats why PVP needs an opt in, so that mechnic wise the game cannot be abused by people doing exactly these actions. it's bad abusive game mechanics that allow this and so needs a clear game mechanic to determine a wanted form a non wanted action.
 
I don't like it, sounds very ham-fisted and immersion breaking. Why would your ship be magically be taken away?

The way to reduce ganking and such is further work on ATRs and giving law enforcement more teeth in this cut-throat galaxy. "Griefing" happens in a very small area over the course of a few hours, typically during CGs, so making local police and ATR harder to avoid and beat, therefore increasing the proportion of time you have to dedicate to them and not to shooting helpless players.

It wont remove so-called griefing, but then again it shouldn't.

That is ridiculous. What is your source, that claims the complete opposite of what Sandro said regarding the distribution of players across modes?

Open is "underpopulated" because there are 400 billion star systems.
Go to Shinrarta or CG systems and you see lots of people (and very few gankers...)

And whats andro's source? all he did iirc saying is the commanders in open are the majority, but how does playtime relate? does he just count: how many commanders were in open within the last month? because then board hoppers count into open while probably not havign been in open aside from getting missions.

It would be much more interesting to see how many commanders play open only. how many play non open only. How many play and long play those in mixed modes. (excluding MC joiners)
