Very deliberate.Anyone else having issues adding special effect to these reward PD modules?
All my other pre-engineered modules have the following (or something similar) in the description:
"This is a pre-engineered module and cannot be engineered"
...but I can still add experimental effects.
These new PDs have the following:
"This is a pre-engineered module and cannot be engineered and cannot have an experimental effect added"
The engineer UI doesn't allow me to select the PD at all.

I don't think that is true...I just landed at the CG station with my Imperial Courier (never used in the CG) and was able to complete, get the money, and the modulesOK, found the problem - You need to be inside the same ship with which you did the transports...
