Cannot play Co-op via xbox one.

My friend and I have purchased this game in high hopes to play Co-op online via Xbox one. Both our nat types are Open and Privacy/Safety settings are Adult. We share game licenses and are both part of the Xbox one preview program. I hope someone can please help me solve this issue because as of now I have I have wasted my time and money trying to play this game Co-op and nothing seems to work.

There is no 'co-op' mode as such. Unfortunately there's no private group option on the Xbox either. Assuming both of you have selected open mode from the game menu and left the initial starter system on first play, you can 'Wing up' through the comms panel by sending a wing request.
 
My guess would be 1 game, two Xboxes. If that is the case, it will never work. You both need a copy of the game.

Co-op is a loose term when it come to Elite.

Negatory, Ghost Rider. Simply have your friend set his xbox as the home console so that he can play your games without him having to be signed into your account. All you need to do after that is have him make his own frontier account!

Xbox digital content has had this "feature" for as long as I can remember. I found it back when Destiny was released... I bought a disk and then bought a digital copy so the wife could play with me. So we were playing and after we finished, I noticed that I had the Destiny disk out of my basement Xbox... Tried it with other games and they all worked too.
I did read somewhere recently, it may have been just a rumor though, that Microsoft was going to grant two licenses for digital purchases since this is effectively what is happening.

As others have stated, there's no specific "co-op" or private group option for XB1 (yet). To wing up, you'll likely need to be in the same instance. For that, try jumping to the same star system. It may take a jump or three, but eventually you should be put into the same instance. In my experiences, it works best in the less popular systems. Get away from the systems near the new player spawns, such as Eravate. Also give your radar time to recognize and show other ships (NPC and humans) as I find it's not always instantaneous. Target and scan any other humans on the radar (in the area) and you should eventually find each other. Then one invite the other to a wing using the Comms menus (hold blue button and press down on the d-pad, then right button to go to the 2nd tab in the dialog/menu, select the player to get the context menu and select Invite to Wing). I always wing up with my friends first, then whenever we jump to the same system afterwards, voila. If you are already in the same system when you form a wing, you may be in different instances to start with, but in my experience the "wing first, meet up second" method works about 99% of the time.

Another instance where players' experiences with this game differs. Perhaps it's due to the P2P connections. Nonetheless, I'd say try both. Re-reading OP's post, I'm not clear whether the question is about creating a Wing or getting into the same instance.

Gandalf, have you tried getting into the same session and it fails to do so OR are you trying to wing up and then find each other OR both fail?
