You've nothing to lose by contacting support. If it's not a bug then nothing will be done. If it is a bug then maybe something will be done.

Either way, if it's meant to be possible to sell or choose stored ships, maybe they'll fix it so you actually can. If it's not, maybe they will remove the confusing option from the rebuy screen. Either way there's probably some unintended behaviour going on here.
