can't find the detailed surface scanner engineer upgrades...where is it?

I saw on a ObsidianAnt they would be on TheDweller but they are not there...and there is no reference to it INARA.

Bill Turner is where I got mine. Tiana Fortune might have them too. Felicity has grade 3 I think.

If you're elite Lori Jameson has both scanner and sensor grade 5

Lei Cheung has sensor and scanner upgrades to grade 5. And you don't have to be elite.

I just went to Felicity Farseer.
I decided I didn't want more than grade 3 because I didn't want the extra mass. Especially on my DBE.
50% boost to scan rate cost me 1.3 tons and 0.2Ly. The lightweight sensor mod only dropped about a ton on the DBE so I'm heavier than when I started.

Felicity worked for me. Grade 5 isn't always that important.
