Can't Transfer PS4 Account

I'm trying to transfer my PS4 account to PC but I keep getting the following error:

Commander found on this account

Your chosen destination account already has a Commander profile.
Please clear the save profile from the main menu or choose a different account.

Assuming you intended to overwrite your existing PC account with your PS4 game-save, have you loaded that copy on PC and cleared the save?
If you don't intend to overwrite that existing PC account you can opt to setup a new PC account instead and copy the PS4 details to that. Then you'll have two PC accounts, the existing PC one and a new one with your PS4 save.

My PC save is from when ED: Arena was given to everyone for free on Steam. I played the tutorials for about 5 hours before I decided to get the game on my PS4. I tried logging back into the PC game today but I keep getting an error message saying that Arena is missing an executable. So I can't get that save cleared. :(

Contact support and nicely describe your problem and ask them to clear save for you
IIRC there is a link to contact them in the transfer form

Well done, glad they sorted it out, trying my new Epic PC commander on NVidia Sheild TV Pro now.
But if I cannot get my FSS key binding on PS DS4 controller I will just go back to PS for exploring until servers switched off.
