Can't unlock The Dweller engineer

I've sold 2 things to different black markets and got disturbed what is that a problem. I read many forums with same problem where people cant do this quest for many years so i decided not to continue selling things at black markets. Please, explain me the problem and can i have this bug fixed?

P.S. I have unlocked The Dweller and i see his quest in the engineers menu.

So you have access to the Engineer? The stats have a bug at the moment in that they seem to have stopped updating certain things - black markets, ordinary markets, etc

If you do not have access to the Engineer then raise a support ticket (not an issue tracker) and ask for them to switch that on for you.

If you do not have access. If i have a quest in the menu with certain 6 engineers that 3 of them are unlocked to improve modules, so i guess its right problem and i really got a bug, but im not sure for 100%.

If you have an issue in / with the game that needs resolving then you should raise a support request (support ticket) on the customer support website. Basically, you log in there with your frontier details, find a subject area that corresponds to your issue, select "submit request" and fill in the details. You will receive an email acknowledging the request then when one of the support staff answers you, that comes in an email too. You could just bookmark this link and use it as the basis for any support requests you have (choosing a topic in the drop-down list) - this is what I do / use:
