Carrier inventory system broken?

I went to 3 different carriers yesterday for modular terminals and each time I attempted to purchase what was shown as in stock it produced a message stating the stock on the previous page was not available, transaction cancelled. Is this a bug or is purchasing reward materials not allowed? I would think if not allowed you shouldn't be able to even list the item.

Thankyou, I will check mine too but PS4 may not work exactly like PC.
I play both platforms but do not have a FC on PC to double check.

I looked on my FC last night and the commodity is in the list of items that can be purchased/ sold so I am guessing this problem is a bug.

I am having this same issue with three consecutive Fleet Carriers.
Trying to buy 25 Modular Terminals.
All three FC have 25+ and I have plenty of CR to pay for them.
Upon selecting the amount to buy and clicking BUY, it gives the following error:

COMMODITIES MARKET
Transactions Cancelled: Out of stock
CLOSE

I was able to buy a different Commoditiy without issue from the same FCs, only that Modular Terminals gives the issue.

If you only need 25 of them, missions are probably the easiest way to get them. There's a bit of luck involved, but on the mission board at my current station there are 6 different missions (of various types) offering Modular Terminals rewards, all offering over 25 and one offering as many as 60. One of the missions was a single-jump data courier mission which is basically impossible to fail and would take less time than tracking down a carrier.

Go to a station with one of the following economies: Service, Terraforming, Colony, Tourism, ... maybe Military if they're closer. Those economies don't produce very many commodity types, so the commodity rewards on the mission boards are mostly the mission-only commodities like Modular Terminals. Whereas if you're in a station with a production economy, most of the commodity rewards are for the goods the station produces, which isn't any use right now.

Had this happen today - tried logging completely out of Elite, and logging back in.

Well, if the carrier owner sets a sell order for 200'ish stuffs, but transfers 200'ish stuff to his ship and sells it somewhere else but keeps the sell order active, you get this behavior.
The sell order for 200'ish stuff will be there, in case the owner comes back and transfers stuff back to his carrier. What I'm trying to say is, there is more than one way for cargo to leave the carrier.

Kind of like selling your car on craigslist, and when your first buyer appears, the missus took the car to go shopping.

So it seems, PO's and SO's are detached from the actual cargo right? Not exactly though...
...when I set a PO for 10.000 tons of slaves (but have 0 on board) and jump my carrier, the tritium that is used to make the jump is calculated as if the 10.000 tons are already there.

This is sounding similar to this issue I posted. Seem to be geting a lot of Transaction failures.
