Carriers: make them uber as people want, but with significant Megaship like flaws

How does a BGS inert asset go about "crushing your PMF"?
Hi Robert. Have you never seen a a Carrier from a rival PMF or worse, a Mercenary Squadron, turn up in a key system and start to disrupt trade or use black markets; murder hobo and otherwise disrupt the influence balance? I've witnessed Mercs hang around in system for weeks to stall growth, using the Carrier as a base to avoid triggering the Traffic report and operating covertly in Solo/PGS/ alternate Platform or alternate Version modes. In such circumstances it is impossible to hit back - and game-play would be enhanced if there were.

Sounds like the only real difference due to the use of a Carrier is the lack of warning via the traffic report - opposing players could just as easily stage from a dock or Carrier in a nearby system (could be one of dozens, or more).

As to "operating covertly" - there's no requirement to engage in BGS activities in Open - the BGS belongs to all players, regardless of game mode or play-style preferences.
