This scenario is a grind festival.
The scenario starts as paid park entry, free rides, and the park is filled with guests - basically no income available. Reboot time: I closed the park, kicked out the guests, changed it to free park entry and increased ride prices.
The objective for a 75mph coaster plus the height restriction means you either need a launched coaster or dig deep holes in the ground to get a coaster up to 75mph. Since there is no guarantee about the research tree, and you need another coaster straightaway, the clear choice is digging deep holes.
The crime objective requires six months crime suppression, and you have to train your security team before you can complete this one.
The park scenery rating and park value objectives are overly high. To finish the scenario, I placed about a dozen copies of a $2,000 building blueprint. The blueprint was a car collection, so at the end I had a parking lot adjacent to the deep holes in the ground I dug for the benefit of my coasters. It was not attractive.
