Change it so that you can get both option intead of just one. If one finishes only stop that one from gaining more and let the other one be finished up. If both are finished we get both rewards..

If the second part has both done then possibly start out in a contested state and let the rest of the game play out and let PP and other things fight for system control. It would add more gameplay overall.
