Cheapest place to buy the Imperial Clipper

Where can I buy an Imperial Clipper for a discounted price? I've heard there is a 10% discount in places like Wong Guin, but is there a place with a higher discount, like Li Yong-Rui (and preferably near a high tech, Li Yong-Rui port)?

EDIT: I am at Wong Guin and there is a 10% discount (just over 20 mil)
EDIT: Go to Newcomb Hub, Kamito to buy a clipper for 18.9 million. Just beware, they are terrible for outfitting

LP940-115 at May City has the 10% discount. Just got mine there and has decent outfitting.
