First and most important consideration - what does the traffic controller sound like?
Actually that is not completely a joke, there are a couple of Fed announcers that really grate so I would never base at one of their stations as hearing them every time would be torture.
A more sensible approach is to consider distance from arrival, availability of ships and modules (related to economy and population size), closeness of systems with different economies, nearness of a system with an interstellar factor, etc.
Less important (to me) or maybe the most important to you - do you want to play as a Fed, Imp or Alliance?
Also, and this has never interested me, do you want to play an active part for a powerplay "power" (e.g. be an acolyte of the blue-haired-waifu or be party to a brain-washing cult etc.).
I suppose exposure to the Thargoid war might matter to someone - do you want to be far from any maelstrom or do you want to be close-by to engage in AX activities?
Whatever you chose, good luck and remember 1) you can save up for your own fleet carrier and so have a mobile station all of you own and 2) it is simple to relocate even without a FC, ship and module transfers are not expensive given the availability of credits these days (though Bubble to Colonia is exorbitant).
