circle 0 with a line through it \ In my inventory what does it mean

So I got 3 smear campaign plans as a mission reward. I have already sold to campaign plans at the bar BUT when I tried to sell these ones they didnt show up on the bartenders sell screen. I check my inventory and they are there but they have a symbol next to them (circle with a diagonal line throught it). Can anybody tell me whats going on?

SOLVED... The item is illegal at this station and apparently the last system I was at as well. When in the ship it shows the symbol with illegal in writing. In the "on foot inventory" it just has the symbol in white.

EDIT: Just in case a new player is reading this. Smear campaigns can only be sold in Anarchy Systems.
