I have encountered something strange with the Orbital Construction Slots in my system. My Primary Port Coriolis was placed in orbit of a Gas Giant with 3 slots (Primary Port slot + 2 additional). Here is a screenshot I took at the time during the Primary Port's construction:
I finished the Primary Port and began work around the system to turn it into a Hi-Tech Market, building in orbit of the same Gas Giant a Medical and Research Station Installations. While I was doing so I noticed some weird things with the orbital constructions slots. The Construction Sites lingering for days after completion is a known bug I see people talking about, but as you can see below, the actual construction slots themselves are still present as well. On top of this those two slots are purported by the system map to be Slots 0 and 1.
This is concerning because even though the installations are complete and should be affecting the Coriolis market, it continues to be a Colony Economy even after reset today. The journal even shows zero influence exertion on the station.

Has anyone else experienced these cloning construction slots? Can Primary Ports be placed somewhere other than slot 0? I thought I did everything right trying to work with what I had so this has been really disappointing and frustrating. I feel like I've both wasted my time and maybe have a bricked Coriolis on my hands.
