I've been running into this constantly. About 4 out of 5 low wakes (that belong to actual players, not NPC's) give me this "Need Scan" (see attached picture) and wont let me drop in on them. I've attempted to narrow down the cause to no avail. This happens whether I've scanned them in supercruise or not. This happens wheather I have them target at the time they drop out of supercruise or not. This happens in open play and in privet servers (obviously it doesn't happen in solo). This does NOT happen if you're in a wing with the person. It's consistent and has been happening for the past week regardless of restarts, re-logs, or re-installs. I tested it on a different computer and sure enough it happens there too. Searching this issue on google only netted me a few older posts from 2015 and 2017, both ending without any explanation.
Maybe I'm ignorant of something but I was pretty sure that you do NOT need to scan low wakes. I don't seem to need to scan them for any NPC's and every once in a while I'll find a player low wake that doesn't require me to scan it (even if there was a way to do so).
I saw in a older post about this that someone said you can just drop out on them as usual, but I've tried this several times and confirmed that it doesn't work. If you try to drop out on the wake it gives you an error saying the wake needs to be scanned and attempting to just manual drop in the same spot wont put you in their instance.
And before its brought up, no I'm not pirating or ganking, I drop out on miners to clear any pirate NPC's/Players that might follow them in. It's just a bit of roleplay that nets me a friend or two after a while and I'd like to keep doing it, but whatever issue I'm having here all of a sudden is kinda putting an axe in that.
