This stuff requires hold space I assume? So I'll have to put a hold (back) into my Eagle or buy a new ship (still saving) or is there a combat-oriented way to support Felicia Winters?

Some missions go not require hold space.
Especially the right wing propaganda ones. </joke>

You can undermine other Powers' control systems or oppose their expansion. The exact action required depends on the Power. See the Expansion and Control tabs of the Power you want to oppose.

I see, so if I were to go to a system that needed to be undermined, I'd get missions to do that from a contact at one of the stations in that system?

No, there are no PowerPlay related missions. Open the Galactic Powers screen from your left UI panel, open the Galactic Power Standings and choose the power you want to oppose. Click on the Expansion and Control tabs any you will see what you need to do and the systems where you can oppose or undermine. For example, to undermine Zachary Hudson you destroy Federal Logistics NPC ships in his control systems and to prevent his expansion you fight in Military Strikes or Security Operations against Hudson's forces.
