[Colonia] Exodus preparations

A silent war is raging in the old world - a war in which humanity is currently seemingly dominating against another species. We have heard rumors of Klaxxians and Oresians but basically we still know nothing about our utterly alien foes. Their motivations are as unclear as where they are really hailing from. The best information we have is from Guardian sources, which is thousands of years old, and from the last war. We don't know how the Mycoid attack might have changed the Thargoids and their society. We don't know if they hold grudges.

The last time the Thargoid conflict went not entirely well for mankind recently a small exodus could be observed towards Colonia. Far enough away to be safe for a time, without any alien activity. Devoid of both Thargoid and Guardian signatures so far. A desirable destination for those who wanted to play safe.

After raging through systems settled by humans the Thargoids have now retreated towards the Pleiades, and we have no idea what they are planning. A sudden fast advance, possibly including devastating weaponry like the rumored Thargoid motherships, might trigger a second, much bigger exodus to Colonia.

Currently about ten million people do call Colonia their home. When asked for an estimate Ian Doncaster, the authority regarding the Colonia census, estimated that the current facilities could sustain 5 to 10 times that number.
The bubble probably houses something in the ballpark of a trillion people. If things should really go badly for mankind it is easy to imagine, that far more than a measly hundred million people might want to leave towards the only other large colony of man: Colonia.

Are we prepared for that? Certainly not. Should we prepare? By all means!

How could we prepare without building infrastructure, that is currently not needed though? Examples:
  • Currently barren worlds could and should be terraformed within the already settled sphere of Colonia.
  • The string of outposts on the way to Colonia should be supplemented with orbital stations that can process a bigger number of ships and refugees if need be
  • Stockpiles and reserves should be created in Colonia that could be used to build emergency infrastructure quickly (especially on previously terraformed worlds)
  • More medical facilities should be built in Colonia (only one so far)
  • At least one medical cruiser should be dispatched to Colonia
We don't know how much time we have to prepare and if an actual onslaught will ever come. If it does come though and we have been idle we will pay dearly in the future. It can be done now - we might not be able to do it later.

And if people really were paranoid about being hunted down by xenophobic aliens, your best bet at escaping and surviving would be not an exodus, but a diaspora. Find an Earth-like planet far away from any other human presence, and set up a low-tech or at least low-emissions outpost - something that doesn't shout its presence so as to be visible from orbit. The Thargoids aren't so xenophobic that they go around sterilizing uninhabited life-bearing planets, so as long as you stay under their radar, you should be fine.

We've found about 200,000 Earth-like planets throughout the galaxy. Dispersing the current galactic population across those planets gives about 33 million people per planet. Hiding that many people scattered across an entire planet should be doable - Earth had a population at about that level back around 2000 BC, and the humans on Earth would have been invisible to the Thargoids back then.

Building the fleets of ships needed to do the dispersal would be the biggest challenge. But that's an engineering problem, not a sociological one.
 
People want to go where there is already civilisation. The secretive Dynasty expeditions failed. The concerted effort by many to build a haven 20.000 ly away is bearing fruit already.

There is a even the chain of planetary outposts and some stations that would make logistics more manageable.

The groundwork has been done - we just need to expand what is already there.
