Colonisation - minor factions who let The Dark Wheel into my system?

I am on the edge of A bubble to the bubble, one of the anti-xeno enclaves.
And i'm on a mission to colonise an old bookmark (once I can leapfrog my way out there)

And of course, the leading minor faction which I started the colonisation attempt from from, are of course the main faction in the system.
But now the other minor factors in the local region has slipped in.
However, one of the minor factions was "The Dark Wheel".
Now I am strongly allied with "The Dark Wheel", part of the Black-Sky-Legion and still trying to turn that wheel.....
So did I, the system architect, just introduce "The Dark Wheel" to some random system hundreds of lightyears away from their home-system because they are a minor faction I am allied to the strongest?

Yes sort of.
The faction in charge of the station you bought the permit from comes in as top dog, then three others are added the one in third place will be the faction your squadron was aligned too the others are random but I think from the system you bought the permit.
If you aren’t in a squadron aligned to a faction then that slot is random as it also is if the squadron was aligned to the faction you got the permit from.

Dude where are you? What's your system's name? The Dark Wheel is defending a system installation, I think you're close to it. Where are you?

it won't be Raxxla, don't worry, that's an old space legend from the "BEGINNING" of space travel. The system i'm in is 400 lys out. The humans didn't have the capacity to travel to and from vast distances, so it's very local to SOL
According to the lore, the first mention of Raxxla date back to the early colonisation days of the Tau-Ceti system, a neighbor of sol.
Tau-Ceti happens to be the originating home system of "The Dark Wheel" also according to the lore.
So, there are a number of permit locked systems like "witches reach" that the dark wheel has made moves towards to see if permits would be "issues" once the THW is near those systems, but as a of yet no such luck.
So getting TDW to Tau Ceti, might be "key to unlock" stuff.
But it could be yet another dead end.
