Colonization - Incentive for developing system

I suggest that CMDR receive commodity requirement discount in their future colonized systems based on how much their previous systems are developed. For example You can use very simple formula

Discount = Q * TotalTierPointsUsed / NumberOfColonizedSystems

This gives average development of systems CMDR colonized
 
Terryfying thing about how it's balanced is to push towards large primary port that needs a lot of stuff (T1 is almost useless compared to T2, while needing large portion of its resources). And the the cost of everything rises? With additional limiters of system development? With revenue tax after just 5M? If anything, this makes me want to do bare minimum at best.
 
There is even more appropriate measure - average system fill ratio:

100 * "Total number of constructions" / "Total number of possible constructions"

Where

Total number of constructions - Total number of constructions that CMDR finished in all his systems
Total number of possible constructions - Total number of possible construction points in all his systems

So when CMDR has this value for example 45% this means that on average in all his systems he populates 45% of available construction points

Question is what is actually FDEV intention? I believe that it is preferable to have well developed systems than systems with just single outpost
