Yes, it is true. Combat logging has been introduced back in 1982 by John Rambo. [hehe]
If you have watched the first movie carefully you'll remember that Rambo was in town for short only when he first got some sort of punishment (this happens to new commanders in the elite galaxy too).
Suddenly a bunch of "good guys" (Adles Armada maybe hehe) appeared and wanted Rambo's head. At a certain point Rambo realized that he was not able to stand the fight right now at this point - and he combat loggt:
Rambo took his only chance to survive and jumped down the cliff. This made the good men quite angry. They believed in their right to get Rambos head. Right here. Right now. But that cheater was gone for a moment...
When you watch the movie to the end you'll see that eveything becomes right: the bad combat logger Rambo will be caught, the good men finally feel great and everyone is happy.
In other words: Everyone including Frontier wants to see a sportsmanlike fairplay. But when you are a trader or a explorer or a new cmdr in a small vessel and when you realize that you won't be able to stand the fight no matter what you do,
when you know you will loose anyway, that you've lost in the very first moment of the attack, there is no fairplay possible. No play at all. You could leave your stick, moving into the kitchen making a coffee. It doesn't make any difference.
Of course you could run some funny circles around to be a better entertainment for your aggressor. But what has that to do with a sportsmanlike fairplay? Nothing. When you feel you won't have a chance of a fair fight or having a chance at all, pulling the plug is the way you go. :O
