Community Goals - restructure how tiers are achieved?

CGs that require the delivery of multiple items, be they trade commodities, mined commodities or exotics like meta alloys or Thargoid objects, progress along a single tier regardless of how much, or how little, of one or more items are delivered. I suspect this may have been suggested before but I suggest having multiple tier progressions - one for each item required. This would mean each item would need to reach tier 1 in order for the CG to succeed rather than all contributing to the one tier. It would require a rethink in some cases of just how many tiers or items would be required, and probably differing quantities required for each item to reach tier 1 and then subsequent tiers (eg an easy to obtain commodity might require millions of units to be delivered to hit tier 1 while a more difficult to obtain item for the same CG might only require a few thousand), but would mean that all items would need to be delivered in sufficient quantities rather than lots and lots of the easiest commodity with next to nothing of the more difficult or time consuming ones.
