High Conflict Zones are the highest & hardest level of combat. I think I tried them once when I started but then realised they were too hard so didn't go back to one for a few months until I was in a heavily armed Federal Assault Ship and even then I struggled at times.
Before going to a conflict zone it is a good idea to build up your combat skills in other zones first where you should find enemy NPCs. In order of difficulty:
- Nav Beacon
- Low-RES
- RES (Standard)
- High-RES
- Compromised Nav Beacon
- HazRES
- Low CZ
- High CZ

The 1.7/2.2 patch introduces CQC installations where there can be wanted NPCs but have not come across one yet.
Not flown the Viper Mk IV but I read it's less agile than the Viper (Mk III) so requires a lot of Flight Assist off manouvering and good thrust control.
But the Mk III is a good bounty hunting (& combat training) ship to take to any areas up to a High-RES as you have the support of the local security ships.
EDIT: Also be wary of the combat rank the NPC has before engaging.
