The transfer process is scheduled to return but they have said it will not likely be as comprehensive.
I am thinking it will probably be the same as the console transfer process before the console cancellation of Odyssey but that's really a guess, just as any other suggestion is, the only thing to do is wait.
Unfortunately they have already stated that you it will be based more towards player progression, and wont be as full as the first one.
So its mainly going to be focused on:
Superpower Rank and Reputation
Elite Statuses
Engineer Reputation
Minor Faction Reputation
I am hopeful they include a wealth transfer (meaning credits and credit value of ships, not ships themselves), although this has not been confirmed. They will most likely not transfer ships or engineered modules this time.

I jumped ship to PC back when I caught wind of the demise of consoles. Back then? I could only transfer my asset worth…can I transfer the rest now? Permit s, rep and all?

Process they’ve recommended was:
1. Decommission your fleet carrier on your console account.
2. Wait for the decommissioning to complete.
3. Initiate the console-to-pc transfer.
4. Commission your Fleet Carrier on your new PC account (for which you will receive a free copy of horizons, for which you can purchase a license for the Odyssey update)
5. Commission your Fleet Carrier on your Console account, should you decide that you’d like to continue using it.
*Fleet carriers can still be used for storage/docking/refueling/reparing/rearming/UC/shipyard/outfitting/market/etc. across platforms, but can only be piloted on the account (PC for PC, Console for Console) for which it was commissioned.
**Access to Odyssey-specific features are still limited to Odyssey Fleet Carriers
***Some CMDRs (me) elected to process the console-to-pc transfer prior to decommissioning, and it will cost you the total credits invested into your Fleet Carrier.
****You will maintain both your current console account and transferred PC accounts for you to do with as you please, as I am currently doing with my accounts.
*****as has been repeatedly stated in the posts: Your CMDR call-sign will directly transfer over to your newly transferred PC account, unless that call-sign is already used by a PC CMDR- at which point you will be allowed to choose a new call-sign.
i.e.
In my case, I had a previously existing PC account under the call-sign CMDR Half-Lock. Thus, when I initiated the console-to-pc transfer I was offered a chance to choose a new call-sign, Half-L0ck, to a new account, resulting in three accounts, 2 purchased licenses for Odyssey, for PC Half-Lock and Half-L0ck, and 1 purchased license for PS4 Half-Lock. The process for which was adapted into The Nain Logs, which is widely regarded as the most powerful account of the fictional lives of fictional characters since Lascaux

That was the previous transfer, they have already stated this transfer won't be as comprehensive as the last one, they literally said that, in writing, your Fleet Carrier in this transfer session will not come across, in the previous one it did! I don't see what's so hard to understand here, they are telling you in writing what will and won't come across.
Well, the thread I linked to above is the actual new FAQ for this round of transfers and does have all the updated information, and indeed people have been posting to the that thread, but a lot of people are still finding their way onto this thread as well, so yes closing it would be useful.

They will announce when the transfers are open for business and that will be the thread where questions can be asked and information can be given out, but people can ask here for now and get answers to their questions.
