Need to get Core Dynamics Composites and I'm not really understanding how to get them. I have yo go to Federation systems, blame sure it's Boom and look for USE. But that's still rather vauge.

Assuming that is auto-correct: yes, it used to be HGE in Boom Federal systems, and it probably is. So go to those systems, use the FSS to find HGE USS and enter them.
Of course, the BGS has been changed, so it aint that simple. My best guess would be to aim for systems owned by a Fed minor faction in boom.

They are the default drop of any federation faction, so even without a state, they can be found in HGEs. And I find them plentiful. But. You don't find HGEs quite the same way anymore. You will have to check through systems for them and possibly jump to and fro between systems to reset the USS distribution. I personally find myself checking the local USS's while moving around the bubble and pick up any HGE I find. The new USS system promotes roaming and opportunism.
Forget the FSS, it's much easier and faster to scan the nav beacon when looking for specific USS.
