Could Frontier rework The Outsider into a modern-day open world spy themed game like GTA V/VI or Cyberpunk 2077?

Let's face it, there is a trend for modern day open world games. As well as the two I mentioned in the title (GTA and CP2077) there's games like Watch Dogs. We may not know much about The Outsider, it featured a character called Jameson and he was a spy and it was set in the modern day world ... maybe Frontier could tap into the current trend.

I'm not saying they could re-use 10 to 15 year old assets, I am sure they would have to redo everything from scratch, but I know from experience that half the time is spent creating something to begin with, and having to rework it or recreate it is a lot quicker. I am also not saying The Outsider would be the same game Frontier were making 10 years ago. What I am asking is could Frontier use that idea and make something with it? I mean, it'd be a shame to waste what work they did do, and as far as I am aware, it was their own IP (speculation).
