Newcomer / Intro Couple questions about piracy from returned player

1. ED wiki says "Any goods stolen in populated systems with an Anarchy government will not be marked as stolen." but it is not. I'm looting NPCs ships in Harma system, for example, and all cargo is market as stolen.
2. Can I complete a mission to obtain some goods with stolen cargo?
3. Is there any tactic to avoid cargo ships get destroyed by NPC pirates in res sites? I'm trying to find and loot Type-7 and Type-9 in hazard res sites but most of them get destroyed by NPC pirates.
4. Any recommendations where to hunt for NPC cargo ships?

1. perhaps outdated or just wrong
2. not sure
3. shoot out the engines and let them drift away (or push) out of the res zone
4. you can find NPC's with LTDs; not easy to find.

Yeah, I tried to push Type-9 out of res site. It was successful. NPCs got lost but I accelerated that Type-9 to almost 400 m/s, gotta do perma boost in my Krait MK2 to catch up.

I don't play as stinking pirate scum so I can't answer 1 to 3 but..
