Be in a system with 75 missions total. Get allied to all factions. Check the board. Check the npcs.

If you want, wait until the next 10th minute of the hour and do it again.

Or just take missions for mats you need then try again after.

play more.
very next place I docked. ofc if you go places you have more allied they won't be locked 🤷‍♂️

its the heists ones im not seeing at all and i have alot allies at the system im in. maybe, missing 1 or two that are not green

ive seen and i am now doing #5 and #6 of thefts missions ... those came to me easy

It takes time. Sadly, mission "variant" generation appears to be RNG based. I found thefts harder to find in my run.

Hate these so much; wouldn't touch them if it wasn't for unlocking that engineer. I have about 10 theft and 4 heist done so far, but I worked on those almost a week - not only they're time consuming to accomplish, but they're so hard to find on mission board (plus the usual , like stations without alarms panel - this is the worst, spending almost 1 hour to find out there's no way to finish the mission, guards shooting me in the face for 'illegal items' that I've not had on me, NPC seeing through the walls and in the dark etc). To find them I fly system to system, checking the closest station to the star; only 1 in maybe 5 or 6 stations provides that kind of mission in my experience.

right?

i was just told to put my scanner away ...
the security npc was not close to me, his back was to me, he was engaged with a local npc and i was behind some crates

thats just bogus ...

one thing i really hate is cheetah npc's!

I got all 12 of mine from the same location, took me maybe 2 days playing in the evening. Maybe one more tops.

So far, the base in this topic is one of 28 that hasn't got an alarms panel, so I reckon you were really unlucky if that's all you saw. Heists are the best missions in the game, in my experience. Tough, yes. A bit harsh sometimes, sure. And certainly not for everyone. But they work really well most of the time.

PS NPCs don't see through walls. No one has actually provided any evidence of this yet.

Covert Heists seem to be one of the more rare mission types.

For best chances: Anarchy systems with lots of planets that have settlements, Agricultural, Extraction and Industrial are the economies you want.

I still haven't gotten all 6 for Terra Vasquez though.

Heists maybe, covert ones not so much. I played over and over games like Thief, Commandos, Desperados and loved the stealth approach. Here the stealth part is so poorly implemented that all I hope is to find a mission in a settlement with a command center, break in shooting everyone in the way, duplicate a profile and reach to the alarm panel before someone else pulls the alarm. After that is just kill everyone in the way, pick up the item, get out.

You don't need to do that though, you can just sneak in undetected. The game doesn't explain anything though, so perhaps understandable that it can feel badly designed but it's not.

I know, I just don't have any incentive to do that after I sneak though that humongous agricultural complex for an hour and an NPC notices me in a restricted area through the walls. Or after a guard shoots at me for some items he thinks I have (but I don't).
Anyway, not trying to convince anyone about anything, just laying out my sad experience with covert missions. Never again for me.

I did, but meanwhile I discovered another (ahem) not all the missions are counting towards unlocking the engineer. I have 2 successfully completed missions which are failed in Inara's logs; actually not failed, but stuck in Accepted and would become Failed as soon as the timer runs out.
Can't get more s.h.i.t.t.y than this.

Definitely not got npc contacts with missions outstanding? I sometimes forget them and just hand in at the terminal.
