Set the game process to not be allowed to use one of your cores and set that other junk you're running to use that core. Problem solved.

As far as lag, it actually would make the game perform worse if you are already pushing the limits of what your computer can handle. But with how the game hogs the CPU, it means that the other apps running alongside the game will perform better.
