Thinking about the current C&P situation and how individual bounties work and accrue... I think the addition of a player assigned bounty could be an interesting feature to add to the game.
Obviously we don't want to encourage players from randomly assigning bounties onto other players to grief them, so limits would need to be in place, perhaps you can only assign a bounty to a player that recently killed you, and doing so would withdraw said bounty from your own funds, but this bounty would be issued by the Pilot's Federation so be valid in all systems, and it shouldn't be easily paid off. Perhaps if the pilot that did the killing wants to pay it off they would need to pay the killed player's bounty plus insurance and those funds go to the killed player that put up the bounty, otherwise the bounty sticks to the killer until they are killed and the bounty is paid to the bounty hunter.
Also bounties should go to all members of a wing regardless of who does the crime, they are working together after all.
Could use some tweaking/improving I'm sure, but also could be a small improvement to current C&P system. I would be shocked if I'm the first to ever suggest such a thing...
