Crime & Punishment feature useless?

The exploit comes along when the rebuy of the ship is lower than the bounty accrued. You don't have to be in a 100M rebuy ship to rack up a 100M bounty when killing other players, it just helps the process. Cheap targets will create a higher bounty faster. So basically, the exploit would promote killing other players in sideys. You can do the math from there ;)

There's also the fact that people would be able to ditch super-massive bounties onto their buddies. Got a bounty bigger than the full value of your ship? Strip and clean all the modules, then fly your bare hull out into the waiting guns of your friend. Let them claim your bounty, don't rebuy the ship and take the freewinder thus taking the hot ship hull off your hands, hop into the taxi ship you left parked next to your starter system, cruise into jameson memorial, buy a shiny new hull and slap all your engineered modules back in it.
If your buddy gets all the bounty, that's a better gain than selling the hull and watching 75% of its value vanish into the aether.

How about not worrying about this and making the game good anyway? Ban people that exploit this if necessary. Much better than neutering a feature just to avoid a dumb edge case that will never meaningfully affect anyone ever.
 
Real players can just CL to avoid any real conflict or they can HW if needed. This is why the legal system in the game is pointless. Back in the day a FF incident would send you scurrying out of a res site to clear your fee. At least that interrupted your session enough to cause you to pay attention. Now the authority are mostly just a nuisance who come steal your kills when you forget to turn off the report crimes option (I leave it on if I am mining since I carry no weps).

Since I play clean, I never encounter the penalties. I'd not mind if the station charged a penalty for speeding instead of only doing so when you hit someone. Obviously they know you're speeding.
