Crime & Punishment just needs tweaks!

Agreed with the ATR thing.
Once you've reached a certain Notoriety or Bounty amount, a super ATR squad should be sent after you and interdicting you the moment you get into high or med sec space. And less frequently in low sec. None in Anarchy.

After all, if you're a wanted crim, the Feds and SWAT would be after you the moment you stepped into and are spotted, in a place like NYC or London.

Or, alternatively, lawful players could play this role right now.

Well, no, not really. For one thing, lawful players don't have the ability to find criminal players, yet alone spawn at the criminal's location. Also, if the criminal player moves into solo, no lawful player can follow them there. ATR can do those things and create some emerging game play....so long as they're difficult enough to pose an actual challenge.

Yes, they do have the ability to find criminal players.

I don't think your Solo argument holds much water. If they're in Solo then they can't kill players. Should they be killing authority ships ATR will eventually respond regardless of mode. If you're a lawful player crying that a criminal is in Solo Play you should knock it off and prepare for when they do come into Open Play.

Yes, indeed. Quit your day job, stock up on canned food and beer, and only sleep short naps while you keep an eye on a criminal CMDR who could be on a very different time zone from yours. It's not like the game will really help you much locating him/her, though, but if you're dedicated enough for weeks or months on end, you'll eventually get lucky! Maybe.

Get real. Both the odds and the game mechanics, instancing etc. are grossly in favour of random murder and against vigilante CMDRs.

Have you ever hunted criminal Commanders?

Came back after a year hiatus. Gave piracy a go. Saw a type 7 with some cargo I've never handled.

So I drop his shields and break his hatch. He keeps shooting me. So I shoot him up some more. Somewhere around 30% hull he says he's going to sod off. Then I check the contacts and see that the cargo is sprayed all over the place for some reason. Meanwhile every collector I send out insta-expires.

So I try to reach the next best canister. Cool, I finally pick up one item. Next one is just 3.5 KM away. The next one 7. By the way, the type-7 is still trying to kill me contrary to his words. I try to avoid notoriety, so I get him down to 3 % hull. He doesn't give up. Fine, I think, let's get that notoriety before he drops my shield and blow him up.

Cops start coming in. the 6 flashing blips on the radar are a bit too much and I jump away. That was yesterday, today my 1 notoriety is still active and I can't get rid of my bounties. Not a big problem, just a little annoying.

Now, I'd love to rant about the collection system in this game being one of the most unfun, bugged things ever. Collector limpets are awfully slow and inefficient and randomly die all the time once they encounter a single pathfinding issue (as you should know if you tried hovering between a blown up asteroids fragments) and are not worthy of being over 1k years in the future, but to get around to the C & P topic:

The system can't be pleasant as long as CMDRs pirating NPCs have no way of

1. Chasing off the robbed NPCs
2. Collecting the goods quickly
3. Defending against clean ships without incurring more notoriety

As of now, there's no point in piracy cause with the current obstacles it's too much hassle. At most in a wing where one guy shoots and another collects.
I can't speak for open.

Not really, apart from collecting a bounty on a random wanted commander. Because as I said, hunting for a specific target is quite futile given the tools at our disposal. If you disagree, please tell me specifically how I would do this, I'd gladly give it a try.

Sure!

This is where I got started: Source: https://www.reddit.com/r/EliteDangerous/comments/722ppq/a_beginners_guide_to_pvp_bounty_hunting/

Patience, creative thinking, and a long memory have been vital tools. I'll share one story about a pilot that was troubling Colonia for a while. The pilot in question had been attacking ships (including some of my friends), general piracy, scanning ships at Jaques in order to fail missions, and when being engaged would menu log if things got too hot to handle. Plus, I'm not even sure he was in my time zone as he'd instanced with both European and American players.

Pretty hard target, right?

Well, over the course of two weeks I asked my squaddies and other PvP oriented friends in the area to keep me informed of his actions. Every few days I'd wander into Colonia, take a look around, check the bounty boards, and ask any CMDRs if they'd seen him. While information was slim picking I was eventually able to piece together where he liked to operate. At this stage I'd check the SOCIAL menu and search for his name on the regular in order to see if he was online. When he was, I'd put my people on alert.

One day we caught him. After finding out he didn't run with crimes on it was a simple matter. Video below. Real excitement starts at about two minutes.

NSFW warning: mild, celebratory language on my part. :)

Here's the thing though. These victories are few and far between. But as you can hear they are all the more sweeter for it.

Now imagine how pleased I was to hear from Hagz he saw the offender on a bounty board making his way back to the Bubble. :)

@Phisto Sobanii sounds you it was a really rewarding experience for you. But the sad fact is, that all that is several orders of magnitude more work and dedication, than murdering random soft targets for your own amusement. This enormous imbalance is the problem, because face it, people are lazy. The Elite galaxy, as in NPCs, is obviously quite unable to police itself. Gank gangs can hunt as they please in medium and high security systems with little to fear from NPCs. If FDev has some grand vision or principle of a self-policing player base, it's clearly failed as well - and for that, I blame this gaping difference in effort required. The game mechanics are grossly in favour of gankers, and this needs to be addressed.
