Cutter in in Li Yong-Rui space?

Isn't that really silly? An alliance power that controls imp systems... they really need to flip the systems that a power controls to their alliance as soon as its taken over.

You could try Baldr, Arjung or HIP 9989.
They were where you could pick up a discounted Imperial Eagle, Courier or Clipper during the last Gutamaya sale.
They're all Empire and all within Li Yong-Rui space.

I'm still downloading so I can't check yet.

Li Yong-Rui is an independent. Despite having very good and everlasting relations with the Mahon supporters, there's no need to deprive them of their independence.

Plus, controlling doesn't necessarily imply anything else other than that. The systems still run with Imperial laws and traditions.

There's always the tried and trusted Founder's World if you've got the permit?
If no-one can find a cutter in LYR space, then 10% discount at Shinrarta Dezhra is better than no discount.

Agreed, but since I'm already here, and 5% is still something.... ;)

Finally gave up last night.
There are only a few Empire systems left under Li's controle and none of them had a cutter.
Post back if you find one though. I didn't check every station...
