CZ bonds from hostile commanders

Hi Commanders,

I noticed at the last conflict-zones based CG that some commanders who sided with the opposite faction "gave" combat bonds, like exactly 1 million.

How does it work?
I assume that only hostile commanders that have earned above a certain amount would give such bonds (otherwise that would invite exploits), and that the amount of the bond earned is proportional to the amount he earned?
 
Perhaps it is calculated using the presumed difficulty, as are the ships that normally give bonds. And another player might count as Elite X in terms of payout.

Nope, yesterday we met a hostile commander of "Competent" level. He was using his alt account, flying a plasma FdL (at first we wanted to spare/ignore him, then we were like, "Hey, this guy is GOOD!").
Got exactly 1 million bond after we took him down.

Edit: Oh wait, I might have misunderstood what you wrote.
Mhh...not sure...I took down the same commander twice the day before, but do not recall getting 1 million each time...I might have missed that though. But if that is the case, it could be an exploit when you ask a buddy to let you take him down repetitively.

I think you picked up my meaning - if you think about it, taking out a SpecOps ship in a CZ doesn't pay very much, and they are Elite / Engineered, so a human gets counted as a higher Elite ranking, compared to NPC opponents.

Or it is a bug, not impossible...
